Melbecks Parish Council meets every 6 to 8 weeks on Thursdays at 7:30 pm. The meetings alternate between Gunnerside Village Hall and Low Row Institute cover the two main areas that Melbecks Parish covers.
All residents of the parish are welcome to attend these meetings.

The Parish Council meeting was held on Thursday August 14th 2014.
Present were Councilllors Blackburn and Calvert with Councillor. R. Alderson presiding. The Clerk was Miss N. Adams.
1. Apologies for absence. Apologies were received from Cllr Crapper.
2. Declaration of Interests. None noted.
3. Minutes of the last meeting. The minutes of the last meeting, held on May 15th were agreed to be a correct record, and signed by the Chair.
5. Matters Arising. None arising.
6. Finance
a) Order to pay. £500 from Richmondshire District Council for Gunnerside village TdF events.
b) Order to pay. £500 from YDNPA for Gunnerside village TdF events.
6. Highways.
It was noted that the work done at Peat Gate has made a big improvement to visibility. The Clerk was also asked to bring the following matters to the attention of Highways:
a) Beckside wall near Gunnerside Bridge. This work has been raised on numerous occasions but as yet nothing has been done. There is concern the river may undermine the road, b) wall down opposite Brown Hill Top, c) wall down opposite Belle Isle,Low Row, d) wall down west of Ann's Cottage,
e) wall down near Ling Garth and Waller Hill
7. Richmondshire District Council
a) Richmondshire Area Partnership Fund 2014/5. The Council noted receipt of deails of funding from the Richmondshire Area Partnership fund.
b) Parish Review - final proposals. The Parish review was discussed which makes no changes to the current number of 5 Councillors for Melbecks Parish Council. However it was proposed that Low Row residents to no longer use the Low Row Institute for voting at elections, and that they should use Gunnerside Village Hall as it has better disabled access. The Clerk was asked to write to object to this proposal as it was felt by the Council that this would discourage many residents from voting at all.
c) Funding and Grants newsletter. The Council noted receipt of this newsletter.
d) Caravan sites & Control of Development Act 1960. The Council noted receipt of this however there currently are no sites within the area.
e) Dog warden service. The Council was advised that RDC will from August 4th be operating the Dog Warden service in-house.
f) Tdf thanks . The Council noted receipt of thanks from RDC for contributions to the success of the TDF.
g) Cemetery management and compliance course. The Council noted receipt of this.
8. NYCC
a) Scheduled bus service: Leyburn Link & Swaledale Shuttle. The Council noted that NYCC would be continuing the Swaledale service with the LWB as the current timetable until Saturday 1st November 2014.
b) Renewal of contracts for Local bus services. The Council noted that an Area Transport Reveiw is taking place in Richmondshire during 2014 for implementation on April 2015.
c) Grass cutting. The Council noted that NYCC would be stopping funding grass cutting where it is not required for safety reasons from April 2015 but will continue to fund it to maintain minimum visibilty requirements.
d) Commons Act 2006.The Council noted that NYCC is now one of nine Commons registration Authorities to be a pilot authority for the implementation of Part 1 of the Commons Act 2006. This is to update the registration system established by Commons Registration Act 1965 and makes provisions for amendments to bring Registers up-to-date.
e) Disposal of hardcore, rubble and plasterboard. The Council noted that from August 4th NYCC will be charging for the disposal of hardcore, rubble and plasterboard at household recycling centres, and opening up all household waste recycling centres to businesses at a charge.
9.YDNPA
a)Planning Application: Jubilee House, Gunnerside, Granted.
b) Planning Application : Rowleth Gardens, Strands, Refused.
c) Planning Application: Isles Cottages, Low Row. The Council raised no objections or comments.
d) Planning Application, amendments: Turnip House, Blades. The Council raised no objections or comments.
e) YDNPA Local Plan. The Council noted the Draft Local plan for consultation.
10. AOB/Other correspondence
a) LWB. The Council noted receipt of a email from an individual who had experienced difficulty in finding out information about the Swaledale bus service. The Clerk was asked to write to NYCC and 'Yorkshireline' to request that the correct information is given out to bus customers.
b) Bollards. The Council noted that a resident had queried the installation of bollards outside a house in Gunnerside and who was concerned that they were blocking the pavement, and causing pedestrians to have to go onto the road. Cllr R. Alderson agreed to have a look at these and to get advice from NYCC Highways.
11. Date & Time of the next meeting. The next meeting will be held at Low Row Institute on Thursday October 2nd 2014 at 7.30pm.
The date was also set for the meeting after this one, which will be held at Gunnerside Village Hall on Thursday December 4th at 7.30pm.
As there was no other business the meeting was closed at 8.35pm.

The Parish Council meeting was held on Thursday May 15th 2014.
Present were Councillors Crapper, D. Alderson with Councillor. R. Alderson presiding. The Clerk was Miss N. Adams. One member of the public was present.
1. Apologies for absence. Apologies were received from Cllrs Blackburn and Calvert and RDC Cllr Gardner.
2. Declaration of Interests. None noted.
3. Election of Officers. Cllr R. Alderson was proposed as Chair by Cllr D. Alderson and seconded by Cllr Crapper. Cllr D. Alderson was proposed as Vice-Chair by Cllr Crapper and seconded by Cllr R. Alderson.
4. Minutes of the last meeting. The minutes of the last meeting, held on March 20th were agreed to be a correct record, and signed by the Chair.
5. Matters Arising. Cllr Crapper advised that the commerative bench will be put up in Gunnerside next week.
6. Finance
a) Order to pay. Low Row Institute. A cheque was signed for Low Row Institute fees.
b) Order to pay. Gunnerside Village Hall. A cheque was signed for Gunnerside Village Hall fees.
c) Audit. The Audit was agreed and signed by the Chair and to be returned by the Clerk
d) Financial Risk Assessment. This was agreed by the Council and signed by the Chair.
7. Highways
The Council noted that work has been taking place on the Peat Gate road to remove overgrowing vegetation.
8. Richmondshire District Council
a) Parish Insurance renewal. The Council noted the renewal of the Parish Insurance scheme at a cost of £163.21.
b) Parish review-draft proposals. The Council noted receipt of the Parish review of Parish arrangement. There will be no changes to the arrangements for Melbecks Parish Council.
c)Richmondshire Funding and grants news. The Council noted receipt of the Richmondshire funding and grants news April 2014.
d) European Election - May 22nd. The Council noted that the European Election would be taking place on Thursday May 22nd.
e) Street trading policy in Richmondshire. The Council noted receipt of proposed restriction to street trading, which is mainly affecting Leyburn, Hawes and Richmond.
9. NYCC
10. YDNPA
a) Planning Application:4 Isles Cottages, Low Row. The Council noted that this has now been withdrawn.
b) Planning Application: Hill Top Cottage. The Council raised no objections or comments.
c) Planning Application: Kings Head, Gunnerside. A request was made by Cllr Crapper that the Parish Council write a letter of support for this application. This was agreed by the Council and the Clerk was requested to organise this.
d) Planning Application: Sunnyside, Low Row. The Council noted that this has now been granted.
e) TdF grant. The Council noted that a grant of £500 from Yorkshire Dales National Park Authority Parish Council grant scheme has been awarded to the Gunnerside Village event. The Clerk was requested to complete the form to claim the grant.
f) Proposed repairs. A letter was received from Michael Briggs, Area Ranger, for proposed new steps at roadside at the west end of Low Row on public footpath and open access land. The Council raised no objections, however as the land is part of Low Row Common, the Clerk was asked to advise Michael Briggs to contact Mr Bill Emms of Low Row Pasture Committee.
11. AOB/Other correspondence
a) Reeth and surrounding area housing need survey. The Council noted receipt of the results of the Housing Need Survey.
B) Tour de France roadshow. The Council noted that there will be a TdF roadshow at Tennants Auctioneers, Leyburn on Wednesday June 4th at 6pm.
c) Road safety in the dales. The Council noted receipt of a Road Safety update from Sergeant Stewart Grainger.
d) Clerks and Councils Direct. The Council noted receipt of the May edition of Clerks & Councils Direct.
12. Date & Time of the next meeting. The next meeting will be held at Gunnerside Village Hall on Thursday August 7th 2014 at 7.30pm.

As there was no other business the meeting was closed at 8.25pm.
