Present: Chairman Cllr Brown, Cllrs Coates, Porter and Sunter, the clerk, local press reporter and two members of the public.
Apologies were received from District Cllr Gardner.
The minutes of the last meeting were read, approved and signed.
Matters Arising: Highways advise that trees on Grinton Bridge were cut back in late June further investigations will be carried out. Swale Hall Lane has been repaired and cleaned and the water running down the road has stopped.
Yorkshire Local Councils Association has suggested the Council contact YDNP offices to ask if they can use compulsory powers to create a footpath over the small wooden bridge.
The clerk will meet Abi Player from RDC re: a follow up meeting on the Communities Opportunity Grant on Wednesday 10th September.
Correspondence: Grinton had come equal third in the 2014 Best Kept Village Competition. The Council will forward information on the churchyard conservation project as judges had awarded low marks for the condition of the churchyard and burial ground.
Vodafone are opening a programme designed to bring mobile coverage to rural communities; at least 4MBps broadband speed at 5-10 sites across the community is required.
The University of Reading has sent an apology for the behaviour of students staying at the Youth Hostel in July.
RDC Parish Review of the Parish Arrangements final proposals has been published; the consultation period will end on 5th September 2014. The review of polling stations ends on 12th September 2014.
YDNP has notified an appeal has been made to the secretary of state re: the unauthorised conversion of a barn at Swale Hall Lane, Grinton.
NYCC has notified of several road closures the next being the road leading to the moor on Tuesday 7th October between 09.00 and 15.00 hours to enable tree pruning.
NYCC are raising awareness of implementation of Part 1 of the Commons Act 2006 which comes into force on 1st October 2014. The act makes provision for amending the Registers to bring them up to date and for rectification of certain mistakes and omissions made when the Registers were opened in the late 1960’s.
NYCC will be renewing contracts for local bus services during 2014.
The Public Housing Needs Survey has been received; this has been circulated to Councillors.
YLCA have forwarded information regarding the publication of the Openness of Local Government Bodies Regulations 2014 with reference to the recording of meetings.
Mr Dawson has asked the Council to revisit the matter of laying a poppy wreath at the Remembrance Day Service. It was resolved the Council purchase a wreath to be laid by the Chairman.
Finance: Received RDC Precept £750, TdeF grants RDC £385.22, YDNP £285.22. It was resolved to pay Npower and Yorkshire Water.
As there was no further business the chairman closed the meeting. The next meeting will be held on Monday 3rd November at 7.15pm in Grinton Parish Hall.

Matters Arising: J Hills advises the land either side of the small foot bridge does not belong to the Holliday family. Clerk will contact YLCA to find out how this matter can be progressed.
A Malton has provided a quote for shelter repairs, Cllrs agreed to look at exactly what is required immediately after the meeting.
The Memorial Hall accounts to December 2013 have been received.
NYCC will be attending to water on the road y Swale Hall before resurfacing work is carried out. Inspectors had been at the site today.
Correspondence: NYCC have advised that from 4th August 2014 they will be charging for the disposal of hardcore, rubble and plasterboard delivered to household waste recycling centres in North Yorkshire. Also from that date they will be opening recycling centres to businesses at a charge.
From April 2015 the County Council intends to stop funding grass cutting where it is not required for safety reasons, but will continue to fund it to maintain minimum visibility requirements.
RDC Area Partnership Fund is open for applications until 3rd October 2014.
YDNP has notified of removal of a sycamore tree at Haverdell Farm and crown raising and cut back of branches overhanging a footpath and removal of a split limb from a willow to maintain 3 access points on the banks of the Swale.
Nominations are being sought for the Richmondshire 2014 Junior Sports Awards.
The Richmondshire Local Plan Strategy - Proposed Modifications are open for representations until 5 p.m., on Tuesday 29th July 2014.
YLCA Annual Review 2013/14 and Clerks and Councils Direct were both at hand.
Finance: It was resolved to pay Npower £200.76. Money received RDC Election £60.00
Any other business: It was agreed the Tour de France had been a very enjoyable event. Clerk to write and thank villagers that helped put bunting up along the route.
The leaking drainpipe from the public conveniences has been repaired.
Clerk to check if comment has been made of future policy for planning on barns.

Minutes of the last meeting were read, approved and signed.
Matters Arising: The broken drain on Swale Hall bank has been repaired but further works are required. Repairs will be carried out to hazardous defects on Silk Wood bridle path, at the current time budget cuts will not allow for any other works.
Equipment has been removed from the green by Grinton Bridge and the green by Corner House has been reinstated. The footpath from Parks Field to Reeth has been surfaced with hard core.
The matter of the small wooden bridge will be discussed at the Parish Meeting.
Mr Brown has spoken to both parties regarding the parking dispute.
Grants have been awarded from YDNP and RDC for £500 each towards items for the Tour in Yorkshire weekend. Clerk to speak to D Coates to find out if the estate is allowing parking on the moor. Also to source toilets, bunting and a banner.
Correspondence: RDC are looking at litter management over the TdeF weekend. A skip and bins on the moor are to be suggested.
It was agreed to enter the Richmond Rotary Club best kept village competition.
YDNP advise that two trees are to be removed at Bushes House, Low Row.
The environment agency is sending leaflets to residents of the village with information on the risk of flash flooding from Grinton Gill.
RDC Communities Opportunity fund 2014/15 is open for applications.
RDC’s draft proposals for the review of parish arrangements for Richmondshire are open for comments until 28th June 2014. The proposal includes joining Grinton and Ellerton Abbey parishes. This would mean a new Parish Council to be a grouped Council with two wards, Ellerton Abbey and Grinton. There would be six councillors with five from Grinton and one from Ellerton Abbey. Grinton Council supports the proposal.
The Department for Communities and Local Government are consulting on a draft transparency code for parish councils with a turnover of less than £25,000. These councils will be exempt from routine external audit, the code acting as an audit substitute. Under the code the council would be required to publish all items of expenditure, end of year accounts, annual governance statement, internal audit report, location of public lands and buildings assets, agendas, approved minutes and list of councillor responsibilities. Comment should be submitted by Friday 9th May 2014.
Finance: It was resolved to approve the accounts and Annual Governance statement for year ending 31st March 2014.
It was resolved to pay YLCA (sub) £42.00, H Woolley £48.60, Yorkshire Water £13.33. Zurich Insurance £575.75. Monies received precept £750.00, NEDL wayleave £21.56, four consolidated stock dividends of £0.57p have been received during the year.
Any other business: Small repairs are required to the bus shelter roof. As there was no further business the chairman closed the meeting.
